Richard Anthony Lynch is a Fellow with the Caribbean Policy Consortium, and a Global Security Consultant.

He is the former Director of International Affairs and Special Technical Advisor to the Ministry of National Security in the Republic of Trinidad and Tobago, serving as principal advisor on global security policy, to include counter terrorism, migration governance, cyber security, transnational organised crime, climate change, critical infrastructure protection and global health pandemics.

He has worked extensively on bilateral and multilateral arrangements with the US, Canada, CARICOM, Latin America, the OAS, the UK, the European Union, the Commonwealth, and Asia. He previously served as Joint Staff Officer, Force Development, Strategy and Transformation in the Trinidad and Tobago Defence Force. Decorations include the Chief of Defence Staff Commendation, Summit of the Americas Medal, 50th Anniversary of Independence Medal, Military Long Service Medal.

International presentations include at the William J. Perry Centre for Hemispheric Defence Studies, National Defence College of Kenya, Wilton Park (UK) and the Institute of International Relations (UWI).

He is an alumnus of the Institute of International Relations, at the University of the West Indies, St Augustine Campus, Trinidad and Tobago.
