Jacky Lumarque has been the President of Université Quisqueya, the leading private university in Haiti, since 2007. He has also served as board member and Vice-President of AUF (Agence universitaire de la Francophonie) a consortium of more than 1,000 universities around 100 countries, from 2008 to May 2017 and President of the Conference of Rectors and Presidents of Caribbean Universities from 2012 through 2019. He also served as board member of various scientific committees in Canada, Europe and the Caribbean.
Mr. Lumarque has pursued both an academic career in various Haitian and foreign scientific institutions and an international consultant in the fields of education, economics, management both in his country and for international organizations (World Bank and IDB). He assisted the Haitian government in designing important policy reforms and creating new institutions such as the Investment Facilitation Center (IFC), the National Council of Free Zones, the Direction of Free Zones, Haiti Tech, Ecole Nationale Supérieure de Technologie etc.
He played an important role in the education system and was in charge of writing the first National Plan of Education (1996), the Strategic Plan for the Reconstruction of the Haitian Education System after the January 2010 earthquake. He also designed the national reform of the Technical Education Sector and of the Secondary Education Sector. As a special advisor to President Preval and Chairman of various presidential commissions between 2007 and 2010, he helped design important policy reforms in various areas: Justice, Education, Cultural Heritage, Constitution, Competitiveness, Information Technology, Security.
Mr. Lumarque is a mathematician (Université Toulouse II, France) and has taught Mathematics at the State University of Haiti for 20 years. He holds also a PhD in Education (Université Paris-Est, Créteil France), an MBA (Université de Nices-Sophia Antipolis, France), a Bachelor degree in Common Law (Université Lyon III, France) and the Diploma of Ecole Supérieure d’Haïti (Specialization Math and Physics).
