Dr. Kalim U. Shah
Dr. Kalim Shah is Professor of Energy and Environmental Policy at the University of Delaware. His expertise spans public policy, regulatory design, governance systems, and sustainable development in small island jurisdictions. An institutional theorist, he researches science and technology based policymaking for energy security and climate change, corporate ESG, clean technology, and sustainable business policy. Dr. Shah is the Coordinator of the UN Universities Consortium of Small Island States, Coordinating Lead Author for the UN Global Environmental Outlook, President of the Interdisciplinary Environmental Association, and a Fellow of the Caribbean Policy Consortium. He is also an invited member of the OAS High-Level Expert Committee on Data for Development. A Fulbright Scholar, Organization of American States Ecology Fellow, and MacArthur Fellow, Dr. Shah earned his Ph.D. in Public Policy at George Mason University and degrees from the University of the West Indies. He has over 2,500 citations to nearly 70 peer-reviewed publications, including in Energy Policy, Journal of Cleaner Production, Policy Sciences, and Climatic Change. Dr. Shah regularly advises organizations such as the World Bank, Inter-American Development Bank, United Nations Development Program, and regional governments, and is the chief architect of the Republic of the Marshall Islands National Adaptation Plan. He also leads Valinor Research LLC, providing technical and policy consulting globally.
